The resources required for the CKEditor are available on the Portal as well - they are used for features like forums and blogs. You can simply use the CKEDITOR.replace() functionality. However, if you're hoping to use it on Entity Forms or Web Forms, you might run into issues with the built-in Request Validation, as those fields are not expecting to see characters like .
